Demand for long-term care (LTC) is increasing. The government is increasingly turning to the private sector to effectively manage the needs of dually eligible (DE) individuals. Some states manage their DE population through creative programs and managed care. However, many states have not identified their DEpopulation and fewer than half of states offer programs specifically for this population. Our analysis found that existing LTC programs are unproven, mostly of small size, and very “localized.” An ideal model would need to be financially acceptable and address access, case management, and quality.
